On the technology side of the fence, he has consulted with firms like the American Medical Association, General Growth Properties, TransUnion and Navistar. He is an Adjunct Professor in Arts, Entertainment & Media Management at Columbia College Chicago. The author of 4 books, his Economics of Web Comics is taught at the college level. Allen has a BS in Communication Studies from Northwestern University and a MA in Internet Business & Media Convergence from NYU.

Levi B. Moore, Jr. is the founder and President of PROXY 2.0. Founded in 2000, PROXY 2.0 is a full-service government relations/public affairs/business communications consulting operation. But, it specializes in assisting technology and homeland security companies and associations and communities seeking economic development assistance.
He is also the President of the Technology Education & Training Foundation, a charitable organization dedicated to fostering the technology industry workforce. He is a registered lobbyist with the State of Illinois and the City of Chicago and has more than 15 years of experience in the public, private and not-for-profit sectors.
Prior to starting PROXY 2.0, Moore was a Vice President and Board Secretary for the Illinois State Chamber of Commerce where he was the organization’s primary federal and international trade lobbyist and Chicago-metropolitan area lobbyist and spokesperson. He joined the Chamber after serving in Illinois Governor Jim Edgar’s Cabinet in the dual roles of Agency Assistant Director and Deputy Director of the Bureau of Business Development for the Illinois Department of Commerce and Community Affairs.
A native of East St. Louis, IL, Moore resides in Chicago, IL. He has a BS degree in journalism from Northwestern University with post-graduate work in political science.
